[VBIV-14224] vBulletin should temporarily disable Facebook Connect if Facebook is unreachable

The vBulletin system should automatically bypass the Facebook Connect features if the API is unreachable. When the API is unreachable, it causes time delay, formatting and javascript issues in the vBulletin software that leads to a poor user experience.

As of right now, (February 2nd, 2012 - 10:30 A.M. PST) users are experiencing problems with this issue.
