[VBIV-14226] RTL: widgets editor textareas that should contain php/html code must be in LTR

when your language in rtl, widgets editor textareas are also in rtl.
it very inconvenient.. those textareas must be in LTR because they contain only english characters.
just like in templates.. if you edit a template while using RTL language, the textarea is in LTR.
Should be also like that in Forum Blocks + CMS widgets.
