Hiding infraction tab (in profile) from all but moderators and admin in 4.1.10

I found and read this thread: https://www.vbulletin.com/forum/showthread.php/297731-Remove-Infractions-tab-in-User-Profile but it doesn't seem to apply to 4.1.10 as it does the version...
