[VBB-968] Minimum Characters Per Entry

It would be nice to introduce "Minimum Characters Per Entry" option in vBulletin Blog: Entry Options.

Current Blog implementation uses Forum's "Minimum Characters Per Post" in Message Posting and Editing Options, but since Forum and Blog are not the same type of written forms, this should be configurable.
