Disabling local blogs when users already have local blog

User disabled hosted blogs, but they had already setup a local blog for themselves. Once the ability to create a local blog was shut off, they lsot the ability to adjust settings on their already created local blog.

Those settings probably need to look at the what the actual blog type is vs what the user is allowed to have?
