A member on my forum reported not being able to upload files despite permissions being properly set, this is what he said the error he got was:
"it's not allowing me to upload and submit the file due to not enough downloads."
I suspected it was secondary usergroup permissions causing a conflict, so I disabled his secondary usergroup permissions and he reported it's now working fine.
Both his primary and secondary usergroup permissions allowed uploading to all categories in IP.Downloads, so I've concluded it's a bug with IP.Downloads.
